What Are CARB Community Air Grants?

CARB Community Air Grants are a grant program from the California Air Resources Board (CARB) that funds community-based organizations and California Native American Tribal governments to monitor local air quality, build community capacity, and reduce air pollution exposure in the communities most burdened by it. In Cycle 5, CARB awarded a record $20.9 million to 51 projects across the state, doubling the amount awarded in previous cycles.

The grants were established under Assembly Bill 617 (AB 617) as part of the Community Air Protection Program, California’s framework for reducing air pollution exposure in the communities most affected by it. Successful Community Air Grant projects combine three traits: credible local air quality data, community leadership that directs how the data is used, and a path from measurement to emissions reduction through California’s community air protection planning process. Who Is Eligible to Apply

Eligibility for CARB Community Air Grants is narrow by design. The program funds only two applicant types:

  • Community-based organizations with 501(c)(3) nonprofit status
  • California Native American Tribal governments

Organizations without their own 501(c)(3) status have received awards by applying through a fiscal sponsor, and several Cycle 5 projects were funded this way. If your organization works with an affected community but does not fit either category, partnering with an eligible applicant is the most common route in, and our community air monitoring team can point you toward groups already running networks in your region.

Project Types & Award Amounts

Community Air Grants fund three project types, each with its own award ceiling. Choosing the right type is one of the first decisions your application needs to get right, and it determines whether your budget includes monitoring hardware at all.

Educational: up to $300,000

Community capacity building: local leadership, air quality education, skills, and resources for participating in the Community Air Protection Program

Best suited for: Outreach and training programs; no monitoring hardware required

Technical: up to $500,000

Community air monitoring projects: equipment, training, data collection, and analysis

Best suited for: Organizations deploying a community air monitoring network

Focused: up to $500,000

Expanding proven emissions reduction strategies to new communities (ERSE) or convening a community to develop a Local Community Emissions Reduction Plan (L-CERP)

Best suited for: Communities ready to move from data to an emissions reduction plan, often with expert data analysis support

Grant Cycle & Key Dates: Cycle 6

Community Air Grants run on a roughly two-year cycle. Cycle 5 opened with a final Request for Applications (RFA) on September 3, 2024, closed on November 1, 2024, and awards were announced in May 2025. Cycle 6 is expected to open in Fall 2026, which makes now a good time to scope your network with our project support team.

Each cycle typically begins well before the deadline: CARB releases a draft RFA for public comment, holds public workshops, and offers pre-application assistance before applications are due.

Focused projects (up to $500,000) either expand a proven emissions reduction strategy to a new community or convene a community to develop a Local Community Emissions Reduction Plan, work that often draws on expert data analysis.

Can low-cost air sensors be used in a CARB Community Air Grant project?
